This matter was further discussed at the Twelfth Meeting of the Imperial Communications Committee on the 10th December, 1919, The Committee were then informed that the Admiralty intended in the near future to improve the naval wireless stations at Stonecutters (Hong Kong), Seletar (Straits Settlements), Matara (Ceylon) and Aden in order to allow of more regular communication. At the same time the Admiralty said that to provide for inter-communi- cation at any part of the 24 hours would practically mean the rebuilding of the existing stations at a cost of £60,000 each. In these circumstances it was decided that no improvement additional to the minor ones proposed by the Admiralty should be effected in the naval stations pending the report of the Imperial Wireless Telegraphy Committee. The proposal forward. ed by the Officer Administering the Government of Hong Kong gor the erection of a high power station in the Colony is also closely connected with the general question, and cannot, I think, be dealt with until the report of Sir Henry Norman's Committee is ready, which I hope will be the case very shortly now, In "hay case, I do not think there would be any harm in replying to the Governor's letter in 38049 pointing out that the question is still in abeyance awaiting the report of the Imperial Wireless Telegraphy Committee which has been appointed to make proposals for a general wireless scheme throughout the British Empire.

The Report of the Imperial Wireless Telegraphy Committee contemplates the erection of a new station at Hong kong as part of the Imperial Scheme, and you will see from paragraph 38 of the Report that it is proposed that the cost of this and other stations such as that at Cairo, Singapore and Nairobi should be borne by the Imperial Government. I do not know what view the Treasury takes as regards the Report, but Lord Milner is bringing it before the Cabinet at an early date and is going to recommend its adoption. In the meanwhile and until their decision as regards the recommendations of the Committee are known, I do not think there is any use in replying to the letter in 38049/19, unless we send to the Governor a copy of the Report of the Imperial Wireless Telegraphy Committee, merely pointing out that it has not yet been considered in detail by H.M. Government.
